What are resident owned communities?

A resident owned community, or ROC, is a manufactured home community that is owned by the residents who live in the community. Resident homeowners form a corporation to own and operate the community. The corporation is democratically managed, with one vote per household, and the day-to-day operations are overseen by a member-elected board of directors. There are now 22 resident owned communities in Montana. Resident ownership is a proven-successful approach for housing preservation and community development.

Resident Leadership

The real strength in your community is you and your neighbors. That’s why we focus a lot of our time on helping you get the skills and resources you need to make your community what you want it to be. Here are some of the ways you can learn more and get involved:

  • Attend a ROC 101 training
  • Come to the annual Montana resident leadership training
  • Attend the National Community Leadership Institute
  • Join the myROCUSA.org community center
  • Participate in a peer exchange with another Montana ROC
  • Ask NeighborWorks Montana to provide training at your next board or member meeting

Community Development

Now that you have control over your community you can make the improvements you want. From large infrastructure projects like sewer and water systems to small community projects like neighborhood clean-ups and community gardens, there are resources to help you plan and implement successful projects.

Your board and membership develop a budget and capital improvement plan each year. This is a great time for you to work with your board and plan for the activities for the coming year. NeighborWorks Montana can also help you identify funding sources, and work through the project development.

Relationship with ROC USA

If you have a loan from ROC USA Capital, NeighborWorks Montana acts as the loan servicer in Montana. This means we collect financial and organizational information each month, report to ROC USA Capital at least quarterly, and help your community stay up to speed on everything required of you as a ROC USA Capital loan client.

But ROC USA is not just a lender. They provide technical support and training to residents, have marketing resources for your community, provide community grants for projects like playgrounds and gardens, and help residents connect with one another through myROCUSA.org and in person trainings.
